The Finance Committee considered SENATE BILL NO. 313 "An Act                                        
making supplemental and other appropriations; amending                                              
appropriations; making an appropriation to capitalize a fund; and                                   
providing for an effective date" and recommended it be replaced with                                
                                                                                                    
             CS FOR SENATE BILL NO. 313(FIN) "An Act                                                
             making supplemental and other appropriations;                                          
             amending and repealing appropriations; making                                          
             appropriations to capitalize funds; and providing for                                  
             an effective date."
